Santa Cruz County Probation Chief: Sandra Mendez
Sandra Mendez, Chief Probation Officer of Santa Cruz County, brings a lifetime of lived experience, compassion, and community-centered leadership to her work. Born and raised in Madera, California, she is the youngest of seven children in a family that immigrated from Michoacán, Mexico. Her parents, Eloisa Garcia and Jose Avila, worked long days as farm laborers in the Central Valley, and it was in those fields and family moments that Sandra absorbed the values that continue to guide her — perseverance, humility, integrity, and service to others.
Her mother’s unwavering belief in the power of education and opportunity inspired Sandra to pursue a Bachelor of Science degree in Criminology from California State University, Fresno. With the support of her husband and two children, she embarked on a public‑safety career rooted in community connection and a sincere desire to help those most in need.
Sandra began her career in 1996 as a Correctional Officer with the Fresno County Sheriff’s Department, later serving as a Deputy Probation Officer for Madera County. She went on to break new ground as a Parole Agent with the California Department of Corrections and Rehabilitation, becoming the agency’s first Field Training Officer. After returning to Madera County Probation following AB 109, she quickly grew into leadership roles where she blended innovation with compassion.
Throughout her career, Sandra has championed programs that strengthen families, empower youth, and create pathways for healing and success. Her leadership helped establish initiatives such as radKIDS, The Parent Project, the Transition Services Center, and Mobile Tattoo Removal Experts, as well as specialized programming for adults and youth, including a Batterer’s Treatment Program for indigent clients and enhanced supports in Juvenile Hall and Camp/Academy programs.
Her commitment to service extends beyond her profession. She has dedicated time to organizations including Women Leaders in Law Enforcement of Central California, the OLIVE Foundation, Madera Rotary Club, the Madera County Child Abuse Prevention Council, and Big Brothers Big Sisters of Central California, where she also served as a mentor. Sandra’s passion has always centered on lifting others — especially those who have lacked access, support, or opportunity.
Known for her transparency, empathy, and steady leadership, Sandra believes deeply in accountability, team wellness, and creating environments where people can grow and succeed. She steps forward during challenging times with clarity and purpose, grounded in her belief that public service is a privilege built on trust and humanity.
Today, as Chief Probation Officer of Santa Cruz County, Sandra is proud to lead a department recognized for innovation and the meaningful application of Evidence‑Based Practices. Her vision is simple and steadfast: to provide equitable services, promote successful reintegration, and support the community through a balanced approach rooted in compassion, responsibility, and partnership. Leading a team that shares these values allows her to push forward intentional, action‑oriented goals that strengthen the entire community.
