Homeless Encampments

By June 2025, CDI-Planning, in partnership with the County Administrative Office, Health Services, Human Services, and the Sheriff-Coroner, will develop collaborative, coordinated, and humane response protocols for addressing humanitarian and environmental needs that arise when unhoused people camp or park in sensitive habitats within unincorporated areas of the County.

Build systems to confirm and map sensitive habitats and encampment sizes within the identified locations. Work with the County Administrative Office to define clear roles, funding for responses, and responsibilities across departments. Develop standard operating procedures that are approved by the Housing for Health Partnership and reflect available resources. Review the developed procedures for any needed adjustments after the response to at least one encampment area.
