Expand pool of Administrative Hearing Officers to a minimum of three and a maximum of five. Create regularly scheduled standing administive hearings for Cannabis appeals. Conduct hearings so as to hear 90% of pending cases within 90 days of appeal being filed. Hear new violations within 90 days of citation issuance.
