Define baseline by developing a database of growers, businesses, and community-based organizations (CBOs). Create an online registry so businesses, individual, CBOs, etc. can add their contact information to receive text updates and notifications. Work with Information Services to push notifications to registry of users/subscribers. Track data how many texts are received/opened (i.e. surveys, clicked links to "landing pages", opt outs)
